Vehicles enrolled before 1 December 2022 with IAP can change to TMA immediately, or any time before the transition deadline of the 31st of May 2024.

PBS Vehicle Mass Monitoring Scheme (Toowoomba to Port of Brisbane)

For new eligible vehicles operating under the Queensland Class 2 Performance Based Standards A-Double (Toowoomba to Port of Brisbane) Authorisation Notice 2022:

  • TMA + Smart OBM

Vehicles enrolled before 1 December 2022 with IAP + Interim OBM can change to TMA + Smart OBM immediately, or any time before the transition deadline of the 31st of May 2024.

IAP-to-TMA transition for existing IAP operators

Class 2 and 3 heavy vehicles currently operating under IAP or IAP + Interim OBM will be required to transition to TMA or TMA + Smart OBM. This transition will take place over an 18-month period, commencing on the 1st of December 2022 and ending on the 1st of June 2024. Operators with existing IAP vehicles can start transitioning from December 1st, 2022, to gain access to more cost-effective and practical solutions.

Are there any changes to existing permits or access?

No, operators will not need to apply for new permits. All existing permits will be amended to allow for the transition. Any new permits issued from 1 December 2022 will include TMA or TMA + Smart OBM where required.

What is the difference between IAP and TMA

The difference between TMA and IAP is that IAP is used for enforcement and TMA is used primarily for road analytics and compliance.

  • IAP systems compare where you’re going versus where you’re allowed to go for the purpose of identifying instances of non-compliance which can be used to issue infringements.
  • TMA systems report road usage information for the primary purpose of road analytics, TMA data allows jurisdictions to better understand how many vehicles use particular roads or bridges, and how bridges are being used.

What is Smart On-Board Mass?

Smart OBM is an extension to TMA which allows mass data (axle and gross) to be periodically collected and reported alongside TMA data. Some Smart OBM systems allow self-installation and self-calibration, cutting costs significantly
