TMA SPV Monitoring Schemes

Queensland (QLD) - New Requirements

From 1 July 2026, the Department of Transport and Main Roads (TMR) will commence a six-month transition from IAP to TMA for eligible Special Purpose Vehicles (SPVs). IAP is currently mandatory for many SPVs operating in Queensland.

The TMA SPV Monitoring (QLD) Scheme supports access for Category 1, 2 and 3 Class 1 Special Purpose Vehicles across the Queensland road network.

Regulatory Telematics Requirements:
  • Enrolment in TMA is required for all applicable vehicles of this scheme.

Key dates and requirements

  • New enrolments into IAP will cease from 1 July 2026.
  • Operators are strongly encouraged to transition to TMA as early as possible.
  • TMA enrolment is required for all applicable vehicles under this scheme.
  • Vehicles not transitioned by 31 December 2026 will be non-compliant.

New South Wales (NSW)

The TMA SPV Monitoring (NSW) Schemes in New South Wales (NSW) are administered by Transport for NSW (TfNSW) and allows Class 1 Special Purpose Vehicles access to the NSW road network.

TfNSW define the following categories of SPVs for the purpose of pre-approved access;

  • SPV Level 1: Refers to cranes and SPVs up to 40 tonnes that comply with the Bridge Formula.
  • SPV Level 2: Refers to crane and dolly combinations up to 70 tonnes that comply with the Bridge Formula.
  • SPV Level 3: Refers to 3-axle All Terrain Cranes up to 36 tonnes and 4-axle All Terrain Cranes up to 43 tonnes.
  • SPV Level 4: Refers to 4-axle All Terrain Cranes up to 45.8 tonnes and 5-axle All Terrain Cranes up to 50 tonnes.
  • SPV Level 4/12t per axle: Refers to 4-axle All Terrain Cranes up to 48 tonnes and 5-axle All Terrain Cranes up to 50 tonnes.
  • SPV Level 5: Refers to SPVs that do not comply with any pre-approved network access conditions and require individual route assessments and permits.
  • SPV Level 6: Refers to 5-axle All Terrain Cranes up to 60 tonnes.
Regulatory Telematics Requirements:
  • Enrolment in TMA is required for all applicable vehicles of this scheme.
  • TMA self-declarations of vehicle category and axle count is required for vehicles enrolled in this scheme.

South Australia (SA)

The TMA SPV Monitoring (SA) Schemes in South Australia (SA) are administered by the SA Department for Infrastructure and Transport (DIT) and allows Class 1 Special Purpose Vehicles access to the SA road network.

In SA, for the purpose of regulatory telematics enrolments, SPVs are split into the following categories;

  • Up to 40-Tonne
  • 6-Axle
  • 7-axle
  • 8-axle
  • 9-axle
Regulatory Telematics Requirements:
  • Enrolment in TMA is required for all applicable vehicles of this scheme.

  • This scheme applies to all SPV Permits for applicable vehicles in SA.

Victoria (VIC)

The TMA SPV Monitoring (VIC) Schemes in Victoria are administered by the VIC Department of Transport and Planning (DTP) and allows Class 1 Special Purpose Vehicles access to the VIC road network.

In VIC, for the purpose of regulatory telematics enrolments, SPVs are split into the following categories;

  • Up to 40-Tonne
  • 4-Axle SPVs Up to 48 Tonnes
  • 5-Axle SPVs Up to 60 Tonnes
  • 6-Axle SPVs Up to 72 Tonnes
  • 7-Axle SPVs Up to 84 Tonnes
  • 8-Axle SPVs Up to 96 Tonnes
  • Rough Terrain Mobile Cranes
Regulatory Telematics Requirements:
  • Enrolment in TMA is required for all applicable vehicles of this scheme.

Tasmania (TAS)

The TMA SPV Monitoring (TAS) Scheme in Tasmania (TAS) is administered by the TAS Department of State Growth (DSG) and allows Class 1 Special Purpose Vehicles access to the TAS road network.

  • Enrolment in TMA is required for all applicable vehicles of this scheme.
